About the organization
Since it was established in 1945 as Japan’s first engineering consulting firm, CTI has provided professional services in research, planning and design for public infrastructure development. The Company’s services support public infrastructure that furthers social progress, enhances safety and the quality of life and protects the environment and property. In addition to comprehensive civil engineering and management services, we have been developing new areas of work related to education, welfare and culture, finance and policy analysis. CTI considers environmental, social, and financial conditions and other global issues as important factors in every project. Based on a long-term perspective, we are committed to two key objectives, «harmonization of nature and society» and «public infrastructure development that provides value and enhances the quality of life.»

About the Governor representative
Masato TOYAMA
Mr. Toyama has served as a consulting engineer for water resources management/river planning and natural disaster reduction in CTI since 1981 upto the present (27 years). He has been registered as a Professional Engineer in Japan in the filed of river/sabo/coast engineering and project management for infrastructure. He was seconded by CTI for the following two organizations based on his experience and expertise: (i) World Meteorological Organization in Geneva, Switzerland from February 1994 to January 1997; (ii) Secretariat of the 3rd World Water Forum from October 2000 to March 2003.
About the Alternate representative
Mr. Akira SASAKI
Mr. Sasaki was awarded his Master of Art Degree in Economics from the Univ. of Delaware in US. After the 3 year research assistantship, he joined the CTI as an economist and the entering level of engineer. He has dedicated about 16 years for the infrastructure related business fields. He joined the personnel exchange programs with the following organization based on his experience and expertise: (i) Infrastructure Development Institute, Japan from September 1995 up to the end of 1996; (ii) Water in Rivers Secretariat, Japan from September 2001 up to the end of 2004.
