About the organization
ICLEI was founded in 1990 as the International Council for Local Environmental Initiatives. The council was established when more than 200 local governments from 43 countries convened at our inaugural conference, the World Congress of Local Governments for a Sustainable Future, at the United Nations in New York.ICLEI—Local Governments for Sustainability is an international association of local governments and national and regional local government organizations that have made a commitment to sustainable development. More than 470 cities, towns, counties, and their associations worldwide comprise ICLEI's growing membership. ICLEI works with these and hundreds of other local governments through international performance-based, results-oriented campaigns and programs. We provide technical consulting, training, and information services to build capacity, share knowledge, and support local government in the implementation of sustainable development at the local level. Our basic premise is that locally designed initiatives can provide an effective and cost-efficient way to achieve local, national, and global sustainability objectives.

About the Governor representative
Margaret PAGELER
Margaret Pageler served twelve years on Seattle City Council, two years as Council President, and was responsible for the City's water, wastewater, energy, natural resources, solid waste and environmental management services. As councilllor (one of just nine council members), she spearheaded Seattle's internationally-recognized water conservation program, used watershed protection as a key element of a water quality strategy; developed innovative PPP relationship; prepared city government for climate change with pragmatic approaches in water, drainage and energy; and created virtual authorities to achieve more reliable water supply and to conduct multi-jurisdictional river-basin planning focused on salmon habitat rstoration. In 2004, Ms. Pageler was appointed as a regulatory judge on the growth management hearings board responsible for metropolitan land use planning. Other recent positions relevant to water, sanitation and health include State Board Health, Regional Clean Air Authority president, Cedar River Watershed Planning co-chair, Seattle Water System Operating Board president, and Regional Water Quality (sewerage) Committee. Ms. Pageler holds a law degree from the University of chicago and serves on the international executive committeee of ICLEI- Local Governments for sustainability.
About the Alternate representative
Mrs Martha DELGADO, Mexico City Minister of Environment
Currently Mrs Delgado is the Secretary of the Environment of Mexico City, she was appointed by the Major, on December 2006. From 2003 to 2006 she was a local congresswoman at the III Legislature at the Mexico City's Local Congress, where she created and chaired the Integral Water Management Special Commission, the first Commission of this type in a Mexican local legislative body. Throughout her career she has been a leader and advocate of citizen participation through several civil organisations. Mrs Delgado led the Environmental Groups Union, one of the most important environmentalist network which represent 100 NGO's from the whole country. She was advisor of the National Ecology Institute. from 1993 to 1998. She is co-founder of the Mexican Alliance for a New Water Culture.
